Renting a scooter on Koh Samui without a license — the honest version (2026)

Getting the keys does not make riding legal. That is where the easy part ends. This page is about what is actually legal, what it costs when it goes wrong, and how to ride here without betting your holiday on it.

What the law says

  • Riding any motorbike or scooter in Thailand requires a motorcycle license: a Thai one, or, for a tourist staying up to about three months, your national motorcycle license carried together with a 1949 International Driving Permit showing category A. Longer stays need a Thai license. A car license, with or without IDP, does not cover a scooter.
  • A helmet is mandatory for rider and passenger.
  • Read the rental contract before signing, especially the clauses about liability and damage.

What actually happens

Police checkpointsCarry your valid motorcycle license and, where required, your IDP, and wear a helmet. The fine for not carrying a driving license is up to 1,000 baht; that maximum is not a price for permission to keep riding without a valid license.
AccidentThis is the real cost. Read your travel insurance policy before renting, including its motorcycle, license, helmet and alcohol conditions.
Damage to the scooterRead the contract's damage and deposit terms, license or not. Photograph every scratch before you leave.
Insurance matters as much as fines. If you do not have a motorcycle license, get one at home before you come, rent a car if properly licensed, or use taxis and songthaews. Compulsory motorbike insurance provides limited medical cover; it does not cover damage to the bike.

Passport, deposit and the contract

  • Do not leave your passport as a deposit. Many shops ask; the better ones accept a cash deposit (a few thousand baht) or a photocopy plus cash. A shop holding your passport can decide what “damage” costs.
  • Deposit is normal — get a receipt that names the amount.
  • Photograph the scooter from all sides, the dashboard with the mileage, and the fuel level, with the shop staff in frame if they will let you. Keep the photos until the deposit is returned.
  • Compulsory insurance (Por Ror Bor) is required for every registered motorbike. It provides medical cover up to 30,000 baht per person regardless of fault, with higher limits if the other party is at fault. It does not cover damage to the bike. Ask for the policy details.

If you are going to ride anyway

  1. Choose a 110–125cc automatic only if you are licensed and comfortable handling it. Do not assume a small scooter is suitable for every mountain road or load.
  2. Wear the helmet, always, both of you. It is the law, and it is your head.
  3. Stay on the ring road and the beach roads until you are comfortable; leave the mountain roads for another trip.
  4. No riding after drinks and none after dark on the first days.
  5. Keep the shop's phone number and a photo of the contract on your phone.

Questions

Can I rent a scooter in Koh Samui without a license?

Getting the keys does not make riding legal. A tourist needs a national motorcycle license together with a 1949 IDP showing category A, for stays up to about three months; longer stays need a Thai license. Read your travel policy's motorcycle conditions before renting.

Is an International Driving Permit enough?

No, not on its own. A tourist must carry a 1949 IDP showing motorcycle category A together with the national motorcycle license. A car-only license does not cover scooters.

What is the fine for riding without a license on Koh Samui?

Not carrying a driving license can mean a fine up to 1,000 baht. No helmet: up to 2,000 baht. If the passenger has no helmet, the rider can be fined up to 4,000 baht and the passenger up to 2,000. These are maximums, not fixed charges.

Should I leave my passport at the rental shop?

No. Offer a cash deposit and a copy of the passport. Shops that insist on the original are shops to walk away from.

Can I rent without a passport at all?

A passport copy plus a cash deposit is common; some shops ask for the original passport. Do not count on renting without any passport documentation. Keep a copy on your phone too.
